It has been said by many that attorney Frank J. Bolock, Jr. is “no ordinary lawyer”! The reason for this particular distinction and reputation are many. Attorney Bolock earned the values of hard work, dedication, toughness and fairness from his hardworking, blue collar upbringing in West Scranton, Pennsylvania. Because of his knack for winning arguments and talking his way out of trouble and his success with high school and college argument and debate teams, Attorney Bolock felt the legal profession was a good fit for him. Bolock attended and graduated from West Scranton High School, the University of Scranton and Duquesne University School of Law.
For over 35 years, attorney Frank J. Bolock, Jr. has practiced civil and criminal law through law offices in Scranton, Clarks Summit, West Scranton, Carbondale, Tunkhannock, Montrose, Milford and Wilkes Barre. Bolock has earned a reputation in the community, among his colleagues at the bar and the court for hard work, thorough preparation, commitment to clients and fearless advocacy.
Attorney Bolock’s strong sense of justice and fairness is what led him to a career in the law in the first place. While still in law school he began working for Neighborhood Legal Services in Pittsburgh as a Pennsylvania Certified Legal Intern, which allowed him the opportunity to obtain hands on courtroom experience representing indigent clients in a wide range of matters. Invaluable experience! Upon completion of his legal training at Duquesne University School of Law, Bolock continued his advocacy at Northern Pennsylvania Legal Services in Scranton, Pennsylvania in the capacity of staff attorney immediately working a full caseload that brought him the opportunity to litigate in state and federal courts on behalf of impoverished clients. Bolock successfully argued his first case before the Pennsylvania Supreme Court within the first year of his law practice. While working for Northern Pennsylvania Legal Services, Bolock was named the chief juvenile public defender for Lackawanna County. Bolock continues his affiliation with the Legal Services Corporation to this day serving on the Board of Directors of North and Legal Services. Bolock previously served as a member of the Board of Directors of Northern Pennsylvania Legal Services and eventually was appointed president of the Board of Directors of Northern Pennsylvania Legal Services.
Attorney Bolock has served as an assistant district attorney with the Lackawanna County District Attorney’s office where he prosecuted a wide variety of criminal cases ranging from homicide to misdemeanor offenses compiling an outstanding record of success as a prosecutor. Following several years as an assistant district attorney, Attorney Bolock began his criminal defense practice which continues throughout the Pennsylvania and federal court systems. Additionally Bolock has served as special advocate to the Lackawanna County Treatment Court.
Early on in his legal career Attorney Bolock opened a storefront law office in West Scranton, Pennsylvania close to his neighborhood where he grew up. Through his storefront law office Attorney Bolock was able to provide representation to many individuals in his community in a wide range of civil and criminal matters. Bolock’s experience with the storefront law office taught him the value of accessibility and responsiveness to clients. Bolock has continued to provide prompt service to his clients and has utilized advances in technology to enhance his availability and responsiveness to clients.
Attorney Bolock has earned a reputation among his clients, his community, the judges in the various counties where he practices and his colleagues in the Bar Association for honesty, integrity and high quality legal representation. Bolock has consistently received the highest peer review rating through Lexis/Nexis – Martindale-Hubbell indicative of high to very high legal ability and the highest ethics. Attorney Bolock was elected by his peers as president of the Lackawanna Bar Association. During the term of his presidency, Attorney Bolock established a number of new and innovative programs for the benefit of the community and the members of the Lackawanna Bar Association. Bolock established the Interfaith Prayer Service, a veterans committee, re‑established a law day program, began a program of monthly continuing legal education programs and produced a cable television series namely “Lackawanna Legal” which provided information to the community about the events of the Lackawanna Bar Association, the contributions of the Lackawanna Bar Association to the community and provided general legal advice to the public.
Bolock continues as an active member of the Lackawanna and Pennsylvania Bar Associations and proudly serves as the chairman of the Continuing Legal Education Committee of the Lackawanna Bar Association. Bolock has received the Pennsylvania Bar Association leadership award and has received numerous awards for contributions to the Lackawanna Bar Association and to the community throughout Lackawanna County and Northeastern Pennsylvania.
